Obviously, configuring DDI Line sharing is required to use DDI lines without having a primary line.

Here is the TSS console user lines list once DDI line configuration has been made in user profile:

Additionally, Default Global Line property have to be set to Yes in order to specify which line identify the user. By default, Line subscription state is set to Subscribed and must stay in that state.

This line stands for user primary and can not be used for another user primary.
