Creating announcement messages.

In order to use an Announcement Message on a place, it must be uploaded to the TSS.

This is done separately from place edition to allow you to reuse the same message in different places.

Using a normal DDI sharing place as a starting point, Announcement Messages can be added easily to the place from its edition form.
