License required on the TSS

A license is required to use SIP over TLS between the turret and the TPO, and between the turret and the Skype for Business server.

The IPT-PRO-SIPS license is linked to the user setting "profile.setting.authorizesips".

The license value has to be defined based on the maximum number of users that are likely to use SIP over TLS at any given time.

The setting "profile.setting.authorizesips" needs to be set to true to use SIP over TLS.

If a user configuration leads him to use SIPS in any way and this setting isn't "true", the system avoids user to authenticate.
